Professional Summary

MPP candidate at Harvard Kennedy School working on grid decarbonization across utility, regulatory, research, and advocacy settings.

Experience

  • 2026 - present

    Cambridge, MA

    Data Center Research Assistant (part-time)
Belfer Center for Science and International Affairs, Harvard Kennedy School
    • Research the governance of data center development with Professor Henry Lee, focusing on how communities take part in local water and energy planning decisions as public opposition delays more projects.
    • Analyze disclosure rules for data center developers that would help the public engage earlier in municipal water and energy planning.
    • Mapped where information on a data center’s water and power use stays out of public view across the project life cycle, from site selection to operations, drawing on investigative reporting and public records.
  • 2024 - 2026

    Seattle, WA

Energy Market & Carbon Policy Intern
    Seattle City Light
    Three summer internships, 2024–2026.
    • Represented the utility in RTO stakeholder processes on wholesale market design and governance for EDAM and Markets+ and on GHG compliance mechanisms, and briefed executive leadership on the utility’s positions.
    • Developed the utility’s virtual power plant valuation framework, independently building a cost-benefit model to value a million-dollar VPP portfolio, and facilitated a cross-team working group that developed RFP criteria for residential DER deployment.
    • Led carbon compliance analysis under Washington’s Climate Commitment Act, including allowance auction strategy and e-Tag analysis in Excel and Python, saving ratepayers more than $1M.
    • Wrote internal memos aligning teams on greenhouse gas compliance strategy, and modeled historical e-Tag data to screen fuel mix disclosure compliance risk under CETA.
  • 2026 - 2026

    Acton, MA

    Electrification & Infrastructure Analyst
Office of Sustainability, Town of Acton
    • Analyzed regulatory frameworks, utility incentives, and stakeholder dynamics shaping adoption of non-pipeline alternatives for building electrification, focusing on heat pump pilots in Massachusetts.
    • Used an LLM to extract data from ratemaking proceedings and built an Excel benefit-cost analysis of infrastructure returns, avoided gas distribution costs, and emissions reductions, in coordination with National Grid and the town.
  • 2024 - 2025

    Berkeley, CA

    Energy Economics Researcher
Energy Institute at Haas & Opportunity Lab, UC Berkeley
    • Built large datasets of CAISO OASIS nodal prices and outage data, retrieved through the API, to analyze market performance and reliability risk from unplanned power plant outages.
    • Estimated econometric models of how generator outages and market design affect wholesale price volatility, and translated the findings into implications for CAISO outage and resilience planning.
  • 2023 - 2025

    Oakland, CA

    Energy Equity Advocate
    Local Clean Energy Alliance
    • Coordinated community engagement on energy resilience and off-grid solutions across three counties, facilitating multilingual workshops with 100+ participants.
    • Secured funding from Ava Community Energy for community outreach on rooftop solar and battery systems, and trained volunteers in canvassing with local governments and NGOs.
  • 2024 - 2025

    Berkeley, CA

    Equitable Housing Decarbonization Research Analyst
    California Air Resources Board
    • Led interviews with utilities, contractors, funding agencies, and program implementers on barriers in residential electrification programs, and coded the results to identify systemic gaps.
    • Wrote reports informing state strategy for aligning program funding cycles and equity requirements.
  • 2023 - 2024

    Berkeley, CA

    Energy Policy Research Analyst
Goldman School of Public Policy, UC Berkeley (client projects)
    • California Office of Energy Infrastructure Safety: analyzed utility finance structures, ratemaking proceedings, and regulatory frameworks to identify financing mechanisms that distribute the cost of wildfire mitigation investments equitably.
    • California Energy Commission: analyzed federal permitting of interstate transmission, identified the institutional and regulatory barriers delaying projects, and proposed permitting reforms.

Education

  • 2025 - 2027

    Cambridge, MA

    Master in Public Policy (expected)
John F. Kennedy School of Government, Harvard University
    • State & Local Government Policy Design and Delivery; Negotiation & Conflict Resolution; Infrastructure Finance
  • 2021 - 2025

    Berkeley, CA

B.S. Environmental Science, Minor in Energy and Resources
    University of California, Berkeley
    • Econometrics; Energy Engineering; Utility Regulation & Ratemaking; Federal and State Energy Policy; Machine Learning

Projects

  • Financing long-duration storage in California

Financing the Clean Energy Transition, Harvard Kennedy School. Built a 20-year project finance model for a 500 MW / 50 GWh iron-air battery and tested five policy levers; found the clean firm capacity contract price that equity returns hinge on.

  • Optimizing offshore wind siting in California

Project lead. CE 295, UC Berkeley (with Sophie Castillo, Gabe Hiestand, Paola Lorusso, and Whitley Rummel). Built a Python optimization model scoring offshore turbine sites on wind output against wildlife, shipping, and grid-infrastructure penalties, and compared the results with the CEC’s AB 525 sea space.

  • Predicting interconnection queue outcomes

ER 131, UC Berkeley (with Claire Liu, Ke Hu, and Sindre Iversen Carlsen; mentored by CAISO’s Lead Interconnection Specialist). Trained classifiers on CAISO queue data to predict which generation requests withdraw or reach operation.

Skills

Analysis: Python (pandas, scikit-learn, optimization), econometrics, Excel financial modeling, Power BI, Tableau
Markets & regulation: CAISO and EDAM, Markets+, Washington Climate Commitment Act, ratemaking, resource adequacy, transmission permitting
